Quality exams: Much more than just questions
Those not familiar with the steps involved in writing an exam for employment decisions
might think that it is as easy as sitting down and writing a few questions. However,
question writing is only one small step in the process of developing a valid, reliable,
and legally defensible exam used for employment decisions. The typical exam requires
6-12 months to complete and includes input from many professionals in the field.
The eight-step process shown
below forms the basis for continuous improvement program for employment exams:

- Job/Task Analysis- Outline the duties and requirements of the job being
performed.
- Write- Develop new questions based on the exam blueprint and other relevant criteria.
- Review- Examine questions written by others and approve, reject, or revise to improve
their quality.
- Validate- Rate the quality of the questions approved in the review process. Only
the best questions are selected for the exam.
- Build Exam- Select the exact number of questions needed to fulfill the blueprint
and other criteria for one or more versions of the exam.
- Set Standard- Evaluate the difficulty of each question on the exam in order to establish
a valid passing point.
- Administer- Give the version(s) to the candidates (either proctored or unproctored)
and tabulate their answers for scoring.
- Analyze Stats- Evaluate the quality of the examination and select the questions
that need improvement.
